Okay...here goes, and I am going to be honest, so don't be upset with me if it is not what you want to hear!
If a man has a full head of hair, which is not going bald or "thinning" too much on top, then he can look fine with longer hair, as long as he keeps it healthy and clean.
If a man has thinning and/or balding then he SHOULD NOT try to compensate for losing the hair on the top of his head by growing whatever he does have left long and stringy. It does NOT look good. As a matter of fact, it is rather a sad commentary on his lack of self-esteem.
Alternatively, I don't want to see a thinning or balding man shave his head either. There is absolutely NOTHING wrong with a balding man having a well trimmed short hairdo. It can even be sexy to a lot of women.

Normally i dont find that attractive...but then again all the guys with long hair i see tend to be jerks...but im sure there are plenty out there who are not...besides your definition of long might be completely different then my definition.
